Este artigo se propõe a discutir a governança global no setor saúde a partir da análise do contexto de emergência deste e de outros termos correlacionados —saúde global, governança da saúde global (ou governança global para a saúde), diplomacia em saúde ou diplomacia em saúde global. O referencial teórico utilizado é a análise de políticas públicas, a partir da premissa que tanto as políticas domésticas, incluída a política externa, quanto as políticas internacionais são consideradas políticas públicas, uma vez que articulam (...) diferentes atores, ideias e preferencias no processo decisório, em suas distintas etapas —formação de agenda, formulação da política, implementação e resultados. A metodologia é qualitativa e emprega a técnica revisão bibliográfica não sistemática. As profundas mudanças na ordem mundial que se evidenciam no período pós-Guerra Fria (década de 1990) são analisadas e servem de referência para a discussão teórica e conceitual do significado desses termos na nova dinâmica mundial instaurada desde então. Conclui-se que a governança global no setor saúde é caudatária de um processo mais amplo, que incluí a governança global e suas especificidades em um contexto mundial de grandes transformações políticas, institucionais e ideológicas, com predomínio avassalador da perspectiva neoliberal. Como consequência o termo global adquire significado particular, incorporado no termo saúde global, em substituição ao saúde internacional. Os efeitos setoriais dessa dinâmica se materializam na entrada de determinados problemas de saúde considerados globais nas agendas de política externa e na sua utilização como instrumento geopolítico. Mudanças no financiamento da Organização Mundial da Saúde (OMS) e o surgimento de novas articulações institucionais aumentam a participação do setor privado no processo decisório e na regulação setorial, traduzida na privatização da provisão de serviços, da cooperação e ajuda internacional em saúde aos países em desenvolvimento, proliferando os programas verticais e o bypass dos governos nacionais, em detrimento do fortalecimento dos sistemas públicos e universais de saúde. A partir da obra fotográfica “Colunas Infinitas”, do artista e ativista Daniel Lima, este artigo percebe o conceito de ‘entreligar’ de Homi Bhabha em diálogo com as teorias de cultura contemporânea de Stuart Hall, em contraponto à dissonância dos encontros culturais e artísticos desde nada menos que a ‘Semana de 22’ e sua celebração da arte brasileira restrita aos modernistas europeizados, mas que perdura aos dias de hoje, quer seja na ausência de outras manifestações estéticas nos currículos de arte contemporânea, (...) quer seja em consonância com as restrições sanitárias da COVID19, que une os acadêmicos em redes virtuais, colunas eletrônicas, mas interrompe os diálogos escolares aos despossuídos de aparelhos e redes virtuais. Talk about evil resonates in ways that are culturally inherited. Historical and religious dimensions of “evil” often seem to be front and center. Nevertheless, we argue that it would be too quick to dismiss the study of evil within secular ethics. We defend an outlook that is inspired by ancient ethics—also called virtue ethics—which accepts the so-called Guise of the Good account of motivation. For an agent to be motivated to perform an action, something about the action must look good (...) to her. We argue that evil actions do not constitute exceptions to the Guise of the Good. To preserve this framework, we entertain a privative account of evil, according to which evil is the absence of the good, and yet appears in a positive light to the agent who performs an evil action. We reject the view that evil is quantitatively extreme badness. An account of evil should permit that some instances of evil are from a third person perspective not extremely bad. On this picture, evil is agent-relative; something can be evil relative to one person without being evil relative to another person. Accordingly, several qualities—rather than only one distinctive quality—can make an action evil. (shrink)

The goal of this research is to know and compare the emotions and reactions to confinement due to the COVID-19 pandemic in children and adolescents with high abilities and community samples. This is a mixed study with an exploratory reach that is descriptive, and which combines survey and qualitative methodologies to examine the emotions and reactions to confinement experiences of children and adolescents aged between 5 and 14 years. An online poll was designed with 46 questions, grouped into three sections: (...) General Data, Reactions to the health contingencies of COVID-19, and Positive and negative emotions. This last section was included the Oros’ positive emotions questionnaire and the scales of the negative effect of the PANAS Schedule positive and negative affect on children and adolescents between 8 and 14 years old. Data were collected online with a convenience sample. Quantitative data were analyzed with the SPSS statistics program and qualitative data with Alceste software. Among the main findings is the fact that there are no significant differences between the groups by ability in terms of reactions and emotions; however, there are differences between age groups and sex. The study discusses the implications for educational intervention in situations like the current pandemic. (shrink)

Partindo de algumas passagens dos Ensaios de Montaigne, e, especialmente, do capítulo "Sobre versos de Virgílio", consideramos o retrato da mulher elaborado pelo autor. Contrariamente à maioria dos autores de sua época - dentre os quais Bodin e Charron que, seguindo Aristóteles, consideram que a mulher possui uma natureza inferior à do homem, feita para obedecer, enquanto este último o foi para governar -, Montaigne nos apresenta outro quadro. Influenciado, acreditamos, pelo texto de Agrippa sobre as mulheres, ele propõe uma (...) igualdade dos gêneros desequilibrada, perturbada e aniquilada tanto pela tradição quanto pelos costumes. Taking as a starting point some passages of Montaigne's Essays and the chapter "On some verses of Virgil", we consider the woman's portrait composed by the author. In contradicion with the majority of his contemporary authors - such as Bodin and Charron who, in accordance with Aristotle, consider women's nature as inferior to that of men, since women are meant to obey while men are meant to rule -, Montaigne presents us another picture. Influenced by, we believe, Agrippa's text on women, he proposes an equality between the genders unballanced, perturbed and annihilated by both tradition and customs. (shrink)

We focus on the literature about UBI and the experiments developed all around the world to test it in order to address how UBI implementation could affect entrepreneurship. Building on these findings and various strands of entrepreneurial theory, we develop a theoretical framework to explain how the implementation of UBI would dramatically change the environment of entrepreneurial activity, shaping entrepreneurial action at three levels: (i) the desirability of becoming an entrepreneur; (ii) the perceived feasibility of becoming an entrepreneur; (iii) the (...) propensity to act. Consequently, UBI implementation would arguably facilitate the decision to become an entrepreneur. The contribution of the paper is threefold. It firstly provides a theoretical framework that opens new directions for further research on the relationship between UBI and entrepreneurship. Secondly, it offers new insights for policy makers by shedding light on potential effects of UBI implementation. Finally, it raises further questions that remains unsolved related to the role of non-pecuniary motivations and financial constraints. (shrink)

EDUCERE is a government funded research and development project. EDUCERE objectives are to investigate, develop, and evaluate innovative solutions for society to detect changes in psychomotor development through the natural interaction of children with toys and everyday objects, and perform stimulation and early attention activities in real environments such as home and school. In the EDUCERE project, an ethical impact assessment is carried out linked to a minors’ data protection rights. Using a specific methodology, the project has achieved some promising (...) results. These include use of a prototype of smart toys to detect development difficulties in children. In addition, privacy protection measures which take into account the security concerns of health data, have been proposed and applied. This latter security framework could be useful in other Internet of Things related projects. It consists of legal and technical measures. Special attention has been placed in the transformation of bulk data such as acceleration and jitter of toys into health data when patterns of atypical development are found. This paper responds to Maria Wowk’s (Human Studies, 30, 131–155, 2007) critique of “Kitzinger’s feminist conversation analysis”, corrects her misrepresentation of it, and rebuts her claim to have cast doubt on whether it is “genuinely identifiable” as conversation analysis (CA). More broadly, it uses Wowk’s critique as a springboard for continuing the development of feminist conversation analysis through: (i) discussion of appropriate methods of data collection and analysis; (ii) clarification of CA’s turn-taking model and an illustrative deployment of it (...) in the analysis of a single case and of a collection (of if/then compound TCUs); (iii) exposition of a feminist CA understanding of “participants’ orientations”, and of the relevance of the distinction between participants’ and analysts’ orientations for feminist work. Finally, I suggest that feminist work in CA makes important contributions to the development of CA as a discipline. (shrink)

This paper contributes to ongoing discussions on feminism and the analysis of discourse. In particular, I examine Celia Kitzinger’s [(2000), Doing feminist conversation analysis. Feminism and Psychology, 10, 163–193 and (2002) Doing feminist conversation analysis. In P. McIlvenny (Ed.), Talking gender and sexuality. Amsterdam: John Benjamins Publishing Company.] claims to be engaged in “feminist conversation analysis.” This paper identifies susceptibilities in her arguments at both the theoretical level and the level of data analysis. My argument is that Kitzinger fails (...) to appreciate the fact that her enterprise is basically a formal analytic one and that as such it is both radically different from, and incommensurate with, ethnomethodology (EM) and conversation analysis (CA). Indeed her attempts to supplement feminism with EM/CA are unnecessary and counterproductive from an EM/CA position insofar as they crucially undermine its integrity. (shrink)

O estudo analisa os álbuns confeccionados pelas professoras do primeiro ano primário do Colégio Farroupilha (Porto Alegre/RS), de 1948 a 1966, com fotografias das turmas e as cartinhas de cada aluno, acompanhadas de fotografia individual. Os alunos entregavam o álbum à diretora da escola na �Festa do Livro�, evento realizado anualmente, no mês de outubro, para marcar a passagem à nova cartilha a ser utilizada: Cartilha Proença (1926), de Antonio Firmino de Proença. O colégio adotava, no início da alfabetização, a (...) Cartilha de Vivi e Vavá (1938), de Célia Rabello. Em setembro, os alunos chegavam ao fim dessa cartilha, sabendo ler, escrever e contar. Para comemorar o processo de alfabetização, a cartilha apresentava como último texto de leitura �Festa do Livro�, mote para a realização de evento similar na escola, que também comemorava a entrada da primavera. Os álbuns e, especialmente, as cartinhas, são um expressivo corpus documental do cotidiano da escola e das práticas educativas realizadas ao longo do primeiro ano, quando se efetivava o processo de alfabetização, expressando toda uma rede paralela de significações. O estudo detém-se no exame da materialidade desse acervo, assim como analisa a prática de escritas escolares infantis, objetivando perceber os mecanismos de continuidade e descontinuidade presentes no trabalho pedagógico. This paper explores Albert Bandura's concept of moral disengagement in the context of organizational corruption. First, the construct of moral disengagement is defined and elaborated. Moral disengagement is then hypothesized to play a role in the initiation of corruption by both easing and expediting individual unethical decision-making that advances organizational interests. It is hypothesized to be a factor in the facilitation of organizational corruption through dampening individuals’ awareness of the ethical content of the decisions they make. Finally, it is hypothesized (...) to contribute to the perpetuation of corruption in organizations, because if individuals who have a greater propensity to morally disengage are more likely to make decisions that advance organizational interests regardless of the ethicality of those decisions, they may also be rewarded for those decisions in terms of organizational advancement. I propose that the successes and contributions of reinforcement learning urge us to see the mind in a new light, namely, to recognise that the mind is fundamentally evaluative in nature.

In this Chapter, Maria Kronfeldner discusses whether psychological essentialism is a necessary part of dehumanization. This involves different elements of essentialism, and a narrow and a broad way of conceptualizing psychological essentialism, the first akin to natural kind thinking, the second based on entitativity. She first presents authors that have connected essentialism with dehumanization. She then introduces the error theory of psychological essentialism regarding the category of the human, and distinguishes different elements of psychological essentialism. On that basis, Kronfeldner (...) connects historical, socio-psychological, and philosophical insights in order to show that although essentialism can act as a catalyst for dehumanization, it is not necessary for it. Examples relate to dehumanization in the context of colonialism and evolutionary thinking, to the history of dehumanizing women from Aristotle to 19th-century craniology, and to contemporary self-dehumanization and ‘lesser mind’ attribution. This paper introduces a new, expanded range of relevant cognitive psychological research on collaborative recall and social memory to the philosophical debate on extended and distributed cognition. We start by examining the case for extended cognition based on the complementarity of inner and outer resources, by which neural, bodily, social, and environmental resources with disparate but complementary properties are integrated into hybrid cognitive systems, transforming or augmenting the nature of remembering or decision-making. Adams and Aizawa, noting this distinctive complementarity argument, (...) say that they agree with it completely: but they describe it as “a non-revolutionary approach” which leaves “the cognitive psychology of memory as the study of processes that take place, essentially without exception, within nervous systems.” In response, we carve out, on distinct conceptual and empirical grounds, a rich middle ground between internalist forms of cognitivism and radical anti-cognitivism. Drawing both on extended cognition literature and on Sterelny’s account of the “scaffolded mind” (this issue), we develop a multidimensional framework for understanding varying relations between agents and external resources, both technological and social. On this basis we argue that, independent of any more “revolutionary” metaphysical claims about the partial constitution of cognitive processes by external resources, a thesis of scaffolded or distributed cognition can substantially influence or transform explanatory practice in cognitive science. Critics also cite various empirical results as evidence against the idea that remembering can extend beyond skull and skin. We respond with a more principled, representative survey of the scientific psychology of memory, focussing in particular on robust recent empirical traditions for the study of collaborative recall and transactive social memory. We describe our own empirical research on socially distributed remembering, aimed at identifying conditions for mnemonic emergence in collaborative groups. Philosophical debates about extended, embedded, and distributed cognition can thus make richer, mutually beneficial contact with independently motivated research programs in the cognitive psychology of memory. Transactive memory theory describes the processes by which benefits for memory can occur when remembering is shared in dyads or groups. In contrast, cognitive psychology experiments demonstrate that social influences on memory disrupt and inhibit individual recall. However, most research in cognitive psychology has focused on groups of strangers recalling relatively meaningless stimuli. In the current study, we examined social influences on memory in groups with a shared history, who were recalling a range of stimuli, from word lists to personal, (...) shared memories. We focused in detail on the products and processes of remembering during in-depth interviews with 12 older married couples. These interviews consisted of three recall tasks: (1) word list recall; (2) personal list recall, where stimuli were relevant to the couples’ shared past; and (3) an open-ended autobiographical interview. We conducted these tasks individually and then collaboratively two weeks later. Across each of the tasks, although some couples demonstrated collaborative inhibition, others demonstrated collaborative facilitation. We identified a number of factors that predicted collaborative success, in particular, group-level strategy use. Our results show that collaboration may help or hinder memory, and certain interactions are more likely to produce collaborative benefits. (shrink)

In social and cultural theory, topology has been used to articulate changes in structures and spaces of power. In this introduction, we argue that culture itself is becoming topological. In particular, this ‘becoming topological’ can be identified in the significance of a new order of spatio-temporal continuity for forms of economic, political and cultural life today. This ordering emerges, sometimes without explicit coordination, in practices of sorting, naming, numbering, comparing, listing, and calculating. We show that the effect of these practices (...) is both to introduce new continuities into a discontinuous world by establishing equivalences or similitudes, and to make and mark discontinuities through repeated contrasts. In this multiplication of relations, topological change is established as being constant, normal and immanent, rather than being an exceptional form, which is externally produced; that is, forms of economic, political and cultural life are identified and made legible in terms of their capacities for continuous change. Outlining the contributions to this Special Issue, the introduction discusses the meaning of topological culture and provides an analytic framework through which to understand its implications. This article explores issues surrounding celibacy that have been amplified by the exposure of the sexual abuse crisis within the Catholic Church, which, for some, has called such a lifestyle into question. Taking the view that celibacy can be healthy and life-giving, provided that it is discerned well, the authors consider the ways in which an unintegrated celibate life can and does cause harm and has contributed to the scandal, though not the cause of it in and of itself. Moreover, (...) when celibacy is a gift of the Spirit, it can help to bring about a renewed, deepened understanding of sexuality needed for the Church and the world. (shrink)

RESUMEN Considerando que los estudios sobre la intersubjetividad en Husserl deben ir más allá del camino cartesiano, D. Zahavi propone ir "más allá de la empatía" y profundizar en el concepto husserliano de "constitución". Para demostrar que la dimensión intersubjetiva no depende del encuentro con otro sujeto, sino que pertenece a priori a la subjetividad, este autor esclarece la dependencia de la intencionalidad de horizonte respecto de la intersubjetividad trascendental. Se analiza en qué sentido es posible establecer esta dependencia y (...) se evalúa la viabilidad general del intento de ir "más allá de la empatía" en el tratamiento fenomenológico de la alteridad. ABSTRACT Convinced that studies on intersubjectivity in Husserl should depart from the Cartesian path, D. Zahavi proposes going "beyond empathy" and focusing on the Husserlian concept of "constitution". In order to demonstrate that the intersubjective dimension does not depend on the encounter with another subject but is rather an a priori component of subjectivity, Zahavi clarifies the dependency of horizonintentionality on transcendental intersubjectivity. The paper analyzes how it is possible to establish such a dependency and evaluates the general viability of the attempt to go "beyond empathy" in the phenomenological study of alterity. (shrink)

Verändert sich die Fragestellung dank kulturspezifischer Besonderheiten befragbarer Stoffe oder lassen sich auch Universalien im Sinne von Invarianten ausmachen, die nicht automatisch aus neuzeitlichen Vorprägungen des Begriffs «Musik» gewonnen sind, sondern die auf anthropologische Prägungen verweisen? Dieser Band vereinigt die aufgrund mehrerer Symposien entstandenen Beiträge zu diesen Fragen.
